ANSAR ALLAH/HOUTHI MOVEMENT

Marib Governorate

On May 6, a Houthi sniper allegedly shot and killed a civilian woman in Ahmad village, near Qaniyah town in Mahliyah district. This violates Customary IHL Chapters 3 and 6.  

On May 6, Houthi forces reportedly shelled the village of al-Saqqur, killing 3 civilians. Indiscriminate attacks and failure to prevent against the effects of attacks are violations of Customary IHL Chapters 3 and 6.

On May 8, a landmine allegedly planted by pro-Houthi forces exploded on the road linking Marib to al-Jawf, killing 1 civilian and injuring another one. This violates IHL Chapter 3 and Chapter 6.  

On May 23, five civilians were reportedly killed and 22 more were injured in the Houthis’ shelling of a popular market in central Marib. This violates IHL Chapter 3 and Chapter 6.

San’a Governorate

On May 21, Muhammad Ghurab was reported by activists on social media sites to have been tortured to death by the Houthis in San’a. Torture violates Rule 90 of Customary IHL.

Al-Dhali’ Governorate

On May 16, pro-Houthi forces reportedly opened fire at a bus carrying civilians south of Damt, killing 1 person. This violates IHL Chapter 3 and Chapter 6.  

Lahij Governorate

On May 17, one civilian was killed and one was injured in an attempted ballistic missile attack on a military base in Radfan District. The missile reportedly landed in al-Dikam village, striking a vehicle. This violates IHL Chapter 3 and Chapter 6.

Ta’iz Governorate

On May 1, a landmine reportedly planted by Houthis exploded in al-Rujmah, a village north-west of Ta’iz city, and killed 2 civilians. This violates Customary IHL Chapter 3 and Chapter 6.

On May 9, one civilian was tortured to death after being abducted and detained for almost 3 years by the Houthis in Ta’iz. Torture and cruel or inhuman treatment violates Rule 90 of Customary IHL.

On May 10, military sources and UAE news sites reported that Houthi military leaders had executed deserting Houthi militiamen as they attempted to flee following the taking of al-Barh town by National Resistance forces.

On May 11, a prisoner died in Houthi custody due to extreme torture, according to the Mothers of Abductees Association on Twitter. Torture and cruel or inhuman treatment violates Rule 90 of Customary IHL.

On May 18, a child was injured as a result of pro-Houthi sniper fire in the Hayfan district, south-east of Ta’iz. Failure to take precaution against the effects of attacks violates Customary IHL Chapter 6.

On May 22, 8 civilians were reported injured by pro-Houthi sniper and artillery shelling in the al-Shaqb area located south-east of Ta’iz city. This violates Customary IHL Chapter 3 and Chapter 6.

On May 31, arbitrary arrests were reported to be on the rise in San’a.

On May 31, a landmine planted by the Houthis in the Jabal Habashy area injured a woman and her two children, according to sources on Twitter. This violates Customary IHL Chapter 3 and Chapter 6.

Al-Jawf Governorate

On May 13, three civilians traveling by road in a vehicle were killed by a landmine, allegedly planted by the Houthis, that exploded in Khab al-Shaaf area. This violates Customary IHL Chapter 3 and Chapter 6.

Hudaydah Governorate

On May 6, pro-Houthi forces reportedly fired artillery and missiles at residential areas east of Hays city. One child was reported killed and the father injured. This violates Customary IHL Chapter 3 and Chapter 6.

On May 7, pro-Houthi forces reportedly shelled residential areas in al-Qataba village, killing one civilian. This violates Customary IHL Chapter 3 and Chapter 6.

On May 7, pro-Houthi forces reportedly fired artillery at residential areas of Hays city. Six citizens were reported injured. This violates Customary IHL Chapter 3 and Chapter 6.

On May 8, an apparent failed rocket launch by pro-Houthi forces in Hudaydah city allegedly resulted in warehouses of the World Food Program catching fire. No casualties were reported. Failure to protect objects used for humanitarian relief violates Customary IHL Chapter 8.

On May 10, an allegedly Houthi-planted landmine exploded on the road between al-Luhiyah city and al-Khudur. 1 civilian was reported killed and 4 injured. This violates Customary IHL Chapter 3 and Chapter 6.

On May 22, three civilians were reportedly killed by an IED device in the military port of al-Hima, Tuhayta district. According to witnesses, the device was planted by Houthi gunmen when they controlled the area. The port has since been taken by National Resistance and anti-Houthi coalition forces. This violates Customary IHL Chapter 3 and Chapter 6.

On May 28, pro-Houthi forces reportedly shelled residential areas of al-Magharisah neighbourhood in Hays, killing four civilians and injuring two. This violates Customary IHL Chapter 3 and Chapter 6.

SAUDI ARABIA-UAE COALITION

Sa’dah Governorate

On May 2, one civilian was reportedly injured by Saudi shelling in the Razih border district. This violates Customary IHL Chapter 3 and Chapter 6.

On May 2, one woman was reportedly injured in Baqim after artillery shells fired by Saudi soldiers from across the border landed across the Monabbih and Baqim districts. This violates Customary IHL Chapter 3 and Chapter 6.

On May 3, a civilian was reportedly shot dead by Saudi border patrol units in Shadaa district. Failure to distinguish between a civilian and a combatant violates Customary IHL Chapter 1.

On May 3, two children and a man were injured when a Saudi-led coalition airstrike hit their home in Tallan area of Haydan district. This violates Customary IHL Chapter 3 and Chapter 6. (Source: Yemen News Agency)

On May 4, Saudi rocket shelling was reported on scattered areas of Razih district bordering Saudi Arabia in northwestern Yemen. 1 citizen was reported injured. This violates Customary IHL Chapter 3 and Chapter 6.

On May 5, five civilians were reported killed in Saudi-led coalition air raids in the al-Zabiyah area of Baqim border district. This violates Customary IHL Chapter 3 and Chapter 6.

On May 6, a civilian was reportedly injured when two Saudi-led coalition airstrikes struck the main road in al-Ammar area of al-Safra district. This violates Customary IHL Chapter 3 and Chapter 6.  

On May 9, a woman and four children were reportedly killed by a Saudi-led coalition airstrike on Dhahin city in Majz district. This violates Customary IHL Chapter 3 and Chapter 6.

On May 9, a child was killed and two adults were injured when a cluster bomb remnant exploded in Razih district. According to the source, the bomb was dropped on the district earlier by Saudi-led coalition warplanes. This violates Customary IHL Chapter 3 and Chapter 6.

On May 11, Saudi-led coalition air raids on the Haydan-Marran road reportedly killed 2 civilians. This violates Customary IHL Chapter 3 and Chapter 6.  

On May 12, more than 90 rockets and artillery from the Saudi-led coalition were allegedly fired into scattered areas of Razih, a border district. One civilian was reported injured. This violates Customary IHL Chapter 3 and Chapter 6.

On May 13, civilians were reportedly injured when a Saudi-led coalition airstrike hit near their position in Majzin area of Marran. This violates Customary IHL Chapter 3 and Chapter 6.

On May 13, a civilian was reportedly shot dead by Saudi border guards in Monabbih district.  Failure to distinguish between a civilian and a combatant violates Customary IHL Chapter 1.

On May 15, three civilians were killed and two others injured when three Saudi-led coalition airstrikes hit vehicles in Kitaf district. This violates Customary IHL Chapter 3 and Chapter 6.

On May 15, three civilian women were reported injured as a result of a Saudi-led coalition airstrike on the Sharawa area of Baqim district. This violates Customary IHL Chapter 3 and Chapter 6.

On May 15, a child was reported injured after Saudi troops fired rockets across the border into Monabbih district. A number of sheep were also killed in the strikes. This violates Customary IHL Chapter 3 and Chapter 6.

On May 22, Saudi missile and rocket shelling was reported on scattered areas of Razih border district. One civilian was reported injured. This violates Customary IHL Chapter 3 and Chapter 6.

On May 25, a Saudi-led coalition air raid was reported on Bedouin people in al-Hajr area of Majz district. Five civilians were reported killed and 1 injured. This violates Customary IHL Chapter 3 and Chapter 6.

On May 26, a civilian was reportedly injured by a Saudi-fired missile in Razih border district.  This violates Customary IHL Chapter 3 and Chapter 6.

On May 26, at least three civilians, including a child, were killed by Saudi artillery and missile shelling in Ghamr district. This violates Customary IHL Chapter 3 and Chapter 6.

On May 26, three children and a man were killed and 15 other civilians injured by a Saudi-led coalition airstrike that hit the main road in Hamzat, near the city of Sa’dah. This violates Customary IHL Chapter 3 and Chapter 6.

On May 28, a child was reported injured by a Saudi-led coalition airstrike in Razih district.  This violates Customary IHL Chapter 3 and Chapter 6.

On May 30, a Saudi-led coalition air raid was reported on Atis area in the eastern part of Sa’dah, killing one civilian. This violates Customary IHL Chapter 3 and Chapter 6.

Hudaydah Governorate

On May 1, coalition battleships reportedly killed a civilian fisherman off the coast of Hudaydah. This violates Customary IHL Chapter 1.

On May 5, a Saudi-led coalition air raid was reported on al-Aqad area of al-Jarrahi district. One civilian was reported killed and another injured. This violates Customary IHL Chapter 3 and Chapter 6.  

On May 5, two mango farmers were reportedly killed by a Saudi-led coalition airstrike on Jarbah area of Jarrahi district. This violates Customary IHL Chapter 3 and Chapter 6.

On May 6, a child was reportedly killed and others injured when a Saudi-led coalition airstrike hit a home in Bayt al-Faqih district. This violates Customary IHL Chapter 3 and Chapter 6.

On May 10, a bomb remnant in al-Haymah area of Tuhaita district reportedly exploded, killing a civilian and wounding three others. According to the source (SABA), the bomb was dropped earlier by a Saudi-led coalition warplane. This violates Customary IHL Chapter 3 and Chapter 6.

On May 12, a Saudi-led coalition air raid was reported on a farm in al-Jarrahi district, reportedly killing at least three civilians. This violates Customary IHL Chapter 3 and Chapter 6.

On May 12, a Saudi-led coalition airstrike reportedly hit a farm in Bayt al-Faqih district, allegedly killing four civilians and injuring nine others. This violates Customary IHL Chapter 3 and Chapter 6.

On May 21, a civilian fisherman was killed when Saudi-led coalition airstrikes targeted his boat near the Turfah island, otherwise known as Jazirat al Mujamilah, in Durihimi district. Additional strikes in the same area reportedly wounded other civilians. This violates Customary IHL Chapter 1.

On May 22, a Saudi-led coalition airstrike reportedly hit a mango farm in Mayah area of Bayt al-Faqih district, killing six civilians and wounding three others. This violates Customary IHL Chapter 3 and Chapter 6.

On May 23, one civilian fisherman was reported injured in a Saudi-led coalition air raid on Kamaran island. This violates Customary IHL Chapter 1.

On May 25, a Saudi-led coalition airstrike on the main road of Zabid town reportedly led to the death of two civilians. This violates Chapter 3 and Chapter 6.

On May 27, a civilian was killed by a Saudi-led coalition airstrike on Sawayq, a village in Tuhaytah district. This violates Customary IHL Chapter 3 and Chapter 6.

On May 29, two civilians were reportedly killed and another injured by Saudi-led coalition airstrikes that reportedly hit a car maintenance shop in Nukhaylah, an area of Durahimi district. This violates Customary IHL Chapter 3 and Chapter 6.

San’a Governorate

On May 7, two Saudi-led coalition airstrikes targeted the president's office in Tahrir district of San'a. According to reports, the strikes killed six and wounded 90 others. The pro-Houthi news agency, SABA, reported at least one child was killed as a result. Xinhua later reported that a staff member of the presidential office, Nasr al-Maqhafi, and a number of other high ranking officials were among the dead. This violates Customary IHL Chapter 3 and Chapter 6.

On May 9, one civilian was reported injured in Asr as a result of Saudi-led coalition air raids on San’a International Airport. This violates Customary IHL Chapter 3 and Chapter 6.

On May 10, six civilians were killed and another six were injured when a Saudi-led coalition airstrike reportedly hit a civilian home in Azraqea, an area of Hamdan district. This violates Customary IHL Chapter 3 and Chapter 6.

On May 10, three women were reportedly killed and another injured when two Saudi-led coalition airstrikes hit a farm in Eial Mohamad village. This violates Customary IHL Chapter 3 and Chapter 6.   

On May 10, six civilians were reported killed and 6 others were injured in Saudi-led coalition air raids on their house in al-Azraqayn, an area north of San’a city. This violates Customary IHL Chapter 3 and Chapter 6.  

Ibb Governorate

On May 29, two Saudi-led coalition air raids on gas tankers in al-Dalil area of al-Makhadir district reportedly killed one driver and injured another. This violates Customary IHL Chapter 3 and Chapter 6.  

Ta’iz Governorate

On May 25, a Saudi-led coalition air raid struck a house in al-Barh area of Maqbanah district. One civilian was reportedly killed and another injured. This violates Customary IHL Chapter 3 and Chapter 6.  

Amran Governorate

On May 26, Saudi-led coalition airstrike on Ablah area of Harf Sufayin district of Amran reportedly led to the death of two women and the wounding of another. This violates Customary IHL Chapter 3 and Chapter 6.  

YEMENI GOVERNMENT FORCES

Ta’iz Governorate

On May 26, “dozens" of civilians were reportedly injured or killed by pro-Hadi fighters in Bir Basha and Dar area of Mudhaffar district. It is unclear whether the method of violence was remote or direct fire, although past events using similar language have suggested the use of indiscriminate artillery shelling. This violates Customary IHL Chapter 3 and Chapter 6.  

On May 28, a government soldier reportedly killed two civilians and wounded another in Sha'ab Salit area of Ta’iz city near al-Masbah. The reasons behind the shooting are unclear and the soldier was allegedly arrested. This violates Customary IHL Chapter 1.

Al-Jawf Governorate

On May 11, pro-Hadi fighters allegedly opened fire on civilian houses in al-Matun district, according to pro-Houthi forces. One citizen was reported killed and another injured. If found to be true, this violates Customary IHL Chapter 3 and Chapter 6.  

AQAP

Al-Baydha Governorate

On May 6, AQAP militants reportedly assassinated a local leader named Ali Mohammed al-Tayibi in the al-Batha area of Dhi Na'im district. This violates Customary IHL Chapter 1.

ABU AL-ABBAS MILITIA

Ta’iz Governorate

On May 1, Abu al-Abbas Brigade militiamen reportedly publicly executed a civilian in Ta’iz, according to Twitter sources. This violates Customary IHL Chapter 1.

On May 31, a government investigation uncovered the bodies of 5 servicemen who were reportedly killed and tortured by Abu al-Abbas militiamen in Ta’iz.

UNKNOWN PARTIES

Ta’iz Governorate

On May 14, an IED of unknown origin exploded in Ta’iz near al-Thawrah hospital. Two civilians were reported injured. This violates Customary IHL Chapter 3 and Chapter 6.

On May 14, an imam was assassinated by unidentified gunmen. This violates Customary IHL Rule 27.

On May 20, unidentified gunmen reportedly killed two Presidential Guard members of the 5th Brigade in the Fourth Point area of central Ta’iz when they were off-duty. This violates Customary IHL Chapter 1.

On May 25, unidentified gunmen reportedly killed two civilians near Burayhi hospital in Bir Bashah. Reasons behind the killings are unclear. This violates Customary IHL Chapter 1.

On May 28, unidentified gunmen carried out a drive-by shooting targeting and killing a teacher, Shawqi Muhammad al-Hammadi, in al-Wabat village of al-Mawasit district. This violates Customary IHL Chapter 1.

Aden Governorate

On May 6, unidentified gunmen targeted the Imam of Al Adel mosque, Mukhtar Makrid, and the Dean of Islamic Studies at al-Adel University. While neither men were killed, targeting religious personnel violates Customary IHL Rule 27.

On May 7, two presidential guard soldiers were assassinated by unknown gunmen. The report suggested that the soldiers were sitting on motorbikes at the time of the assassination, implying that they were off duty. This violates Customary IHL Chapter 1.

On May 9, unidentified gunmen assassinated Safwan Abdul Mawla, an imam of the Somali mosque in Mu'alla. This violates Customary IHL Rule 27.  

On May 15, unidentified gunmen killed the Dean of the Faculty of Science at the University of Aden, Dr. Najat Ali Moqbel, along with his son and daughter. This violates Customary IHL Chapter 1.

On May 16, unidentified gunmen reportedly carried out two drive-by shootings in Mimdarah, an area of Aden, targeting civilians that worked in the management of fuel supply for ships in the harbour. At least one civilian was reported killed in the incident. This violates Customary IHL Chapter 1.
